Beaver Lake Management District Advisory Board
Beaver Lake Management District Expiring
The current 10-year term of the Beaver Lake Management District (BLMD) expires on December 31, 2026. The BLMD began in 1996 to support the water quality and recreation of Beaver Lake. Renewing a lake management district is a process governed by Washington State RCW 36.61.
On March 17, 2026, the Sammamish City Council adopted the Resolution of Intent to Form District No.1 in the Beaver Lake Watershed R2026-1139 for 2027-2036. On May 5, 2026, the City Council held a Public Hearing on the renewal of the BLMD, and adopted a Resolution Submitting the Question of Renewal/Creation to Owners of Land.
The City of Sammamish will be mailing ballots to all property owners within the BLMD boundary, asking the question to property owners if they support the renewal of the BLMD (in the form of a Yes/No vote). Votes must be weighted according to RCW 36.61 by the assessment roll value assigned to the property owned. Waterfront property votes will be weighted by 320 and non-waterfront property votes will be weighted by 33, in accordance with the proposed assessment roll dollar-amounts.
Ballots will be mailed out to every property owner and must be returned in-person to the front desk staff at City Hall or returned by mail using the pre-paid return envelope provided with each ballot. This ballot vote is not affiliated with the King County Elections Office and ballots should not be returned to a King County Ballot Box.
Ballots must be received by June 1, 2026 to count towards results. Non-responsive ballots will not count towards the overall voting results. Ballots returned to a King County Ballot Box will be deemed non-responsive.

Mission
The Beaver Lake Management District's (LMD) mission is:
- To track environmental conditions at Beaver Lake; and
- To promote actions and behaviors among area residents that will minimize negative impacts on the lake and its surrounding ecosystems.
Activities
- Monthly stream monitoring; annual stormwater quality monitoring sampling to assess development impacts; specific sampling as directed by the Board for unusual events or new concerns.
- Comprehensive lake monitoring in 2021 and 2026 to evaluate whole-lake water quality, with appropriate updates to the Lake Management Plan.
- Administrative support, including facilitation of Board meetings and management of work program.
- Invasive plant management including a potential herbicide treatment plan for invasive aquatic plants within Beaver Lake (e.g. fragrant water lilies removal).

Background and Special Assessment Information
The current district was established by ordinance, O2016-414 as stipulated under the resolution of intent to form R2016-669. The District is effective for ten (10) years, from 2017 through 2026. The appointed advisory board approves expenditures and oversees the performance of the work program.
Special Assessment Fees
A special assessment will be on your title report and described as "Lake Maintenance". These fees help maintain the quality and usability of Beaver Lake by funding annual activities listed above.
- Zone 1 (Beaver Lake Waterfront Properties): $306/year
- Zone 2 (Non-lake frontage, within District boundaries): $31/year

Role
The advisory board of the BLMD determines which projects and programs will be most beneficial to the lake. Projects and programs must be consistent with the wording of the resolution. Determinations are based on current conditions and the overarching goals of the LMD. The City of Sammamish contracts with public agencies or private contractors to complete the work program, acting upon the advice of the LMD Board. The city also manages the LMD budget.
