Transportation Planning

Transportation planning involves creating long-range plans for multiple modes of transportation and developing a framework for selecting and implementing projects. The City created a long-range multi-modal transportation vision with the adoption of the City’s first Transportation Master Plan (TMP) in 2024.  The TMP, which serves as the Transportation Element of the Comprehensive Plan, provides transportation goals, policies, and implementation strategies. The City also develops mode specific plans that complement the TMP such as the Bicycle and Pedestrian Mobility Plan (2025) and the Transit Plan (2024). These plans help identify projects for implementation. The City’s Transportation Improvement Plan establishes the framework for how these projects are evaluated and considered for programming.  The TIP then programs highly scoring projects amongst different project categories for a six year period.

Transportation Plans

The TMP establishes the multi-modal vision for transportation in Sammamish for the next two decades.  Mode specific plans such as the Bicycle and Pedestrian Mobility Plan and the Transit Plan go into a greater level of detail and include project recommendations for those specific modes of transportation. The City also develops a variety of other types of citywide transportation related studies such as the Streetlight Enhancement Plan, the Pavement Management Strategic Plan and the Town Center Plan.    

The TMP is the overarching long-range transportation plan for the City that incorporates the vision of the other modal and program specific plans mentioned above. TMP is regularly updated to reflect the content of other plans and to further develop emerging concepts in transportation planning and community needs. The TMP will be updated in 2026 to incorporate new planning concepts that are introduced in the in-progress Bike & Pedestrian Mobility Plan and the Town Center Plan Update. Transportation Project Implementation

The City develops funding estimates for the Transportation Improvement Plan (TIP) based on anticipated revenues from Real Estate Excise Taxes (REET), Transportation Impact Fees and federal, state and local grants.  Some projects are also funded using the Surface Water Capital Fund when the project has a dual stormwater purpose or includes stormwater components.    

The City utilizes the TIP to allocate the estimated available funding to projects and funding programs for a six year period. The TIP establishes criteria for evaluating and selecting projects within specific funding programs. The projects that are considered are typically identified in long range plans, through maintenance analysis and through community feedback.  The TIP is updated annually to reflect changes to project timelines, funding estimates and long-range plan recommendations.   For more information, please visit the TIP page for information on project programming or the Capital Improvements page for status updates on specific projects that are underway.

Mobility Options

Transportation mobility focuses on promoting travel options that meet the community’s needs for accessing different destinations.  The City partners with a variety of transportation providers to plan for mobility in Sammamish. The Getting Around page includes information on a variety of shared transportation options including bus service, the park-and-ride, Community Van and micro-transit service. The City provides resources to explain the difference between e-bikes and e-motorcycles including regulations around legally operating each.
