Critical Areas Ordinance (CAO) Update
The City of Sammamish has updated its Critical Areas Ordinance (CAO). The Critical Areas Ordinance provides development regulations for critical areas. Critical areas include wetlands and streams.
The update is mandated by the state Growth Management Act (GMA). The Growth Management Act requires that the County review and update its comprehensive plan and development regulations. This includes the city's Critical Areas Ordinance. A required schedule for review and updates is established in RCW 36.70A.130.
Scope of Work
Public Outreach & Engagement
Develop and implement a plan to reach community members and other stakeholders. Inform them about the project and get their input on proposed updates. (See FAQs for questions received from the public.)
Review & Analysis of Existing CAO
Complete a best available science (BAS) review, existing conditions assessment, and gap analysis of the current CAO and identify areas that need updating. See reports here.
Drafting & Adoption of Updated Critical Areas Ordinance Regulation
On July 18, 2024 the Planning Commission voted to recommend the Draft Critical Areas Ordinance to the City Council. The project team also created a Modifications Matrix to show the justification for all of the changes that were made to the ordinance.
On October 15 and November 4, 2024, the City Council held a Public Hearing and voted to approve the Critical Areas Ordinance Update.

Staff Training & Creation of New Public Information Materials
Provide staff with training and tools to understand and apply the updates in their work. Create informational materials for the public so they're aware of the new regulations.
