City Hall to function as warming center

City Hall and other public facilities are closed for typical business Nov. 23, as crews clear away debris from this week's storm.  We encourage everyone to stay at home, shelter in place, until the roads are safe. If you need a place to warm up, City Hall will function as a warming center until 5 p.m.

BACKGROUND

The City's stormwater system is crucial for protecting streams, lakes, and watersheds. As of 2024, the system includes:

  • 484 public facilities
  • 144 private facilities
  • 64 miles of ditches
  • Over 12,000 catch basins
  • 235 miles of stormwater pipe

In 2022, the City Council adopted the 2023-2028 Stormwater Capital Improvement Plan which included the Storm Pipe Rehabilitation Program.

In September 2023, Osborn Consulting, Inc. was selected to assist with program development.

Program development includes:

  • Developing a risk management strategy to prioritize areas for inspection
  • Develop the inspection and condition assessment protocol
  • Procurement assistance
  • Project oversight

Objectives of the program include:

  • Pipe inspections using closed circuit television (CCTV)
  • Pipe condition assessment
  • Recommendations for maintenance, rehabilitation, and replacement
  • Maintain, repair, or replace assets based on risk management strategy

After initial program development, pipe inspections, pipe condition assessment, and recommendations for repair or replacement will be completed each year. Over time, this program will produce a prioritized list for repair or replacement providing a proactive maintenance approach for the stormwater pipe system.
